Use StringUtils.uriDecode where feasible

In Spring Boot 4.x, this method can be replaced with StringUtils.uriDecode.

Hey @itsAkshayDubey, we can't work on that yet as there is no branch of Spring Boot at the moment which builds against Spring Framework 7.
