Investigate design level 1 package tangles

I noticed there are some package tangles in Boot. I spoke w/ @philwebb about it and he asked if I would create an issue.

Here are a few of the tangles:

As shown in the top-left of the first screenshot, none of the tangles are at the leaf package level which is what we've worried about (thus far at least). For example, the Mongo tangle is only a tangle if you move up to design level one which flattens autoconfigure.mongo and autoconfigure.mongo.embedded. There's then a tangle because autoconfigure.mongo.embedded depends on types in autoconfigure.data.mongo and autoconfigure.data.mongo depends on types in autoconfigure.mongo.

@wilkinsona Thanks for the response. I didn't realize Boot only cared about leaf package tangles. I mistakenly assumed Boot aligned with Framework in that regard. Thanks again for the prompt reply.

It might be worth us trying to fix these if we can. I wasn't aware that Framework looked at Design Level 1.
