Prefer web viewer for more situations currently covered by sending markdown files

I have an issue with "never" sending a markdown file - we should still have it as a fallback in case the web viewer isn't available.

imo i see your point but i feel like its fine™️ in regards to the viewer going down, but i do want to add a download/view raw button onto the web viewer
