"Setup" onboarding widget convinces some users they must configure SSO to invite others to instance #7593
Description
I observed a user indicate that they thought this (below) meant they must configure GitHub SSO before being able to invite other users to their instance. While both this widget and our docs it links to are not entirely stating that, it is very ambiguous and he did not know he could simply navigate to the users page and generate invite links.
