Onboarding "Setup" menu "Connect your codehost" not marked as complete, despite having been done

I observed a user connect a code host successfully through external services page, then later click the "Setup" icon at the top of the page and see "Connect your codehost" was not marked as complete. When clicked, it played the completion confetti animation and marked itself complete without him doing anything.
