"Try Sourcegraph enterprise for 30 days" help icon does not look like a link

I observed a user setting up Sourcegraph unsure about what "Try Sourcegraph enterprise for 30 days" meant, he tried to use the help icon to the right and thought it was a hover icon. It didn’t hover, so he clicked it, but was surprised it opened a new tab. He said “Ah that didn’t look like a link”

He later indicated this popover help is what he expected it to do -- not just link him to our product page like it did:

We should make the "Try Sourcegraph enterprise for 30 days" one look more clearly like a link, or use a popout like above instead of linking elsewhere.
