Sync write-access permission

Problem

When a user creates a campaign that includes repositories they don't have codehost write access to, they get an error message (gitserver: pushing ref: exit status 128).

Proposal

• sync write access and display permissions issues at preview time

  • "You do not have sufficient code host write access for 13 changesets. They will be skipped when you publish the campaign."

  • In the docs, indicate that the user can get permissions, the re-preview.

• make it easy to view and retry errored changeset

Changesets requiring actions should be at the top.

We talked about this: it's hard to estimate, and it needs a spike to determine what can be done. Is there an API for this on every codehost?
I think the ideal state is users get error messages when they have repositories in their on statement, on which they don't have permissions, so that they don't waste 2 hours running a batch change and then it fails.

Pretty sure three code hosts (Bitbucket Server, GitHub, GitLab) we support permissions syncing provide filtering ability on permissions level.

• An uncertainty here is that some customers have adapters to sync permissions from third-party sources. We would not support that at first (would that break anything?)
• Forks will likely solve for that use case, so I'm removing this from our Q4 plan. We can revisit when Create batch changes on forks #17879 has been released.
