Work out campaigns ownership #18439
Description
We currently say a campaign lives either in an orgs or a users namespace. This has some implications: A campaign will be gone once the namespace is gone, and we currently don't handle that well. Also, what is the desired state, should a campaign usually live in orgs instead, so this doesn't happen?
