Maven via Github-Maven-Registry instead of OSS-Nexus

There are several Maven providers. Currently the first pushed provider is OSS-Nexus, that was integrated long time back.

It lacks documentation for new users/admins and is not really nice to use. It works well.

We might think about using Github Maven Registry, such that there is no external service/account needed.

The existing Ant-Maven plugin uses deprecated features of the JVM, aka SecuityManager:

Currently, we still can avoid the error by using ANT_OPTS="-Djava.security.manager=allow" as environemnt variable.

I started the migration to MavenCentral.
Until now, it just looks like the publication process is slightly changed, ie.e. new credentials and maybe an updated URL in ~/.m2/settings.xml is sufficient. Further testing will happen soon.

For users of JavaSMT, there are no changes.

It looks like the API of MavenCentral is different and does not allow to use our ant-maven integration plugin. The plugin we use is quite old (still in original version from 2014), however even in updated version, it does no longer work on MavenCentral due to different API. The alternative, a direct MavenCentral plugin from https://central.sonatype.org/publish/publish-portal-maven/ , does only work on real Maven projects, e.g., does not support external pom-files, as we used them before.

We might need to implement our own packaging step:

• create a zip file from several files,
• upload via POST-query to the MavenCentral API.
