Coordinate `-admin` skill with changes to `soliplex-template` skill

• Skill script: generate a new room config into an existing project soliplex-template#39 for adding rooms from a user's request. We should remind the user to restart after such a generation.
• Note that current scope also suggests ingesting sources to create a RAG database, which is an existing feature of the soliplex-template skill. We should point the user there, and recommend reloads as appropriate.
