Is there a way to fully disable shipping? Our use case will never ship anything. Without creating a shipment, we don't have the ability to use the admin for refunds RMAs ect. |

Not out of the box. It can be done. I think you might have a use case for digital delivery/ etc. Whast migh be easier is to add a single shipping method called 'digital' otherwise you will need to negate alot of code. |
