The result of children() doesn't seem to be reactive WRT createEffect()

I thought that if I wrap props.children in the children() function, the result should be reactive, including nested elements inside the top-level children. This seems to be true as far as passing the wrapped children to another component is concerned, but not for a createEffect() that references the wrapped children.

If an element nested in the passed props.children changes, it's re-rendered in another component to which it's passed, but a createEffect() that references it isn't called. This is illustrated in the example here. Am I missing something?
