Add flag to specify model without config file

Currently, `noto` can get the API key from the `NOTO_API_KEY` environment variable, but there's no way to specify the model in CI without a config file.

Add a `--model` flag and `NOTO_MODEL` environment variable to specify the model directly.

noto --model gemini-2.5-flash
