Feature request: bump gaissmai/bart to 0.25.0+

Hi! I'm working on updated Nebula packages for Debian, and I noticed recent versions uses gaissmai/bart but 1.9.7 is stuck on 0.11.1 and I would prefer to ship gaissmai/bart 0.25.0 in Debian rather than an old version. Possible?

Yes, having some way to use latest gaissmai/bart with 1.9.7 (or another later stable release) of Nebula is what I would like. I tried back-porting things, but I failed to get things to work, but didn't have a lot of time to review code. Thank you!
