🐛 BUG: DNS server unable to bind to gvisor host #1462

1.9.4
What operating system are you using?

Describe the Bug
When starting the DNS server with ServeDNS and using the gvisor implementation the DNS server is unable to bind to the nebula lighthouse ip address. This is perhaps unsurprising as the nebula tun device is not available on the host where the DNS server is listening. The DNS server could potentially accept a listener to allow both? Can look at an adding a PR if a fix/implementation can be agreed.
