How to enable user lockouts after 5 failed login attempts?

services.AddIdentity<UserIdentity, UserIdentityRole>(opt => { opt.Lockout.AllowedForNewUsers = false; opt.Lockout.DefaultLockoutTimeSpan = TimeSpan.FromMinutes(1); opt.Lockout.MaxFailedAccessAttempts = 5; });

Something like this should have enabled lockouts but right now, max failedAttempts is resetting after 4 attempts and user is also not getting locked out.
