add metadata, info about the zoning file

add some info about the zoning file in the README:

• add where the users can request/ask for a more up to date copy;
• 1-2 sentences of what the zoning file describes; e.g. "The zoning file describes what legally can be built in a particular area"
• Add metadata of what each of the columns means;
