Check inputs for burning of other tokens in isValidSlpTxn

Currently, the isValidSlpTxn method only checks the burn quantity for token inputs having the same token id. An option should be provided to the user to allow more strict checking of the other inputs to prevent some other token id from being burned in a transaction.
