Spec release: https://github.com/ethereum/consensus-specs/tree/v1.4.0-beta.3

• Use the new trusted setup file: Use official KZG ceremony output trusted setups ethereum/consensus-specs#3521
• Gossip rule update to blob index validation: Add new gossip rule to REJECT sidecars with index >= MAX_BLOBS_PER_BLOCK ethereum/consensus-specs#3525
• I'm not sure we need this to get ef tests passing but we can update c-kzg to the version using the correct trusted setup Use official trusted setup ethereum/c-kzg-4844#377
  • This also lets us drop any minimal vs mainnet differences
  • Which in turn lets us restore the ability to cargo vendor lighthouse deps Cargo vendor with c-kzg crate(s) #4440
