GIFs cannot be sent or received #14389

Bug description
When trying to send Gifs they do not send and it fails with a blank image that says retry. Whenever people try to send me Gifs I get the same empty image except it doesn't say Retry. This has been going on for months ever since I transfered signal to my new phone.
