Update Related Cert Doc and Add Test Coverage #20

Description
The Related Certificates for Use in Multiple Authentications within a Protocol draft became a finished RFC (RFC 9763).
The current RFC 9763 coverage documentation and associated test suites for related certificates in CMP/X.509 are incomplete.
- Add the server/client coverage document.
- Check and implement missing Robot Framework test cases.
- So now should the test cases be moved from the mock_ca_test folder.
- Add new tags.
- Fix the documentation to align to the finished RFC.
