Add two methods for parsing pure configuration strings

Going to have to rebuild how Parser just loads file.. (pass as an argument hash with :file or :string) Let parser then call up the correct methods.. (or classes)

Threshold::Thresholds.loadstring("suppression gen_id 138, sig_id 5")
Threshold::Thresholds.loadstring!("suppression gen_id 138, sig_id 5")
