Allow a scratch extension to have smaller icons

Expected Behavior

When adding an icon to a Scratch block the block grows in height. As a developer that uses many icons it means all blocks are taller than the normal scratch blocks. Instead it would be great if it was possible to set the icon size, or choose an alternative size that doesn't make the block grow.
