Category menu in horizontal mode in RTL should be in reverse order and right-aligned

Expected Behavior

In right-to-left (RTL) layout, the horizontal category menu should show the categories in reverse order, and right-aligned.

Actual Behavior

The category menu stays the same as in LTR mode.

Steps to Reproduce

Vist the blocks playground in horizontal mode in RTL.
