Y26-028 - Add barcode printer aa313tube to Traction

At bt8 suggestion, rather than use the rake task, I have created the printer entry via the Rails console to prod/training/uat envs.

Printer.create!(name:'aa313tube',labware_type:'tube')

For completeness the printer, although now an entry in traction.printers, should be added to the rake task.
