How to get a complete mapping of version_id → crate_id for all crates on crates.io?

I’m trying to build a complete mapping between version_id and crate_id from the official crates.io database dumps (https://crates.io/data-access#database-dumps).
Here is what I have done so far:

• I downloaded the latest dump from: https://static.crates.io/db-dump.tar.gz
• My assumption was that all the mapping information from version_id → crate_id should be available in the versions.csv file, since it contains both id (the version ID) and crate_id.
• I was able to extract mappings for many versions, but not for all.

For version_ids, I used their official website as well (https://static.crates.io/archive/version-downloads/) which includes version_ids from 2014 to the present. However, many of these version_ids don’t seem to have corresponding entries in the latest dump’s versions.csv. For example, version_ids = {447167, 931652, 861844}

How can I get a complete mapping of every version_id to its crate_id for all versions published on crates.io?

My ultimate goal is to get top K most downloaded packages before 2024 and 2024 to current.

the version downloads archive may contain version IDs for crates or versions that were deleted from crates.io either by their authors or by admins due to copyright issues or for other reasons like that.
