Release `v0.32.0`?

Should we get a major release ready? What things do you want in it?

• I'd like to use Remove bitcoin-hashes feature #837 in bitcoin - getting rid of the dependency hole once and for all - epic.
• Whats the plan for context: introduce new global context API with rerandomization #806?
• Do you want me to pick up Update dependencies #783?

I would like to get #806 in but it is starved for reviewers.

@tcharding if you can commit to reviewing it, I will rebase it and address Steven's comments and then I hink we could merge it.

As for #783 yes, you can pick it up, though ofc #837 will conflict with it.

I would like to do some followups to #842 which cover PublicKey and Signature, which will let me get rid of the context objects in bitcoin (outside of the signmessage stuff, which is fine to be weird for a while) and miniscript.

I may be able to do them this weekend. Those will not have multi-month review delays because @tcharding is active now.

I did rust-bitcoin/rust-bitcoin#4959 and the release tracking PR so we can chip away at the rest of the places where we want to remove the context before release.
