Looks like someone forgot to run the script to replace them with the current version.

Ah in bitcoin we run the script in CI but its not done here in secp. The fix may be to move the script to the maintainer tools repo and run it from there in CI in all our repos.

Fixed in 0.31.x by #807

For 0.30.x we decided not to fix it since the deprecations weren't very good anyway (we broke the API of the replacement functions in the next version).
