Merge #390: bump version to 0.21.3

65d32af bump version to 0.21.3 (Andrew Poelstra)

Pull request description:

  We've got a ton of minor changes in, plus fixing the Parity type and adding some extra serde impls. Let's push a minor version out so that we can move on to updating the upstream libsecp.
