I received a contribution to create a package for a snapper actions configuration snippet, but I noticed that it's currently not possible to configure actions in /usr, only /etc. This is a problem for hermetic /usr deployments, but more importantly, it makes it non-viable for transactional/atomic update systems.

Please extend plugin configuration directory paths to add one in /usr.
