Add tests for operations with SM2 suite

add tests to cover cases with SM2 signatures, SM2 public-key encrypted packets and SM4 symmetrically-encrypted data (as a separate issue for clarity)

The context of #1836 implies that the new tests should expect sensible behavior in case the functionality is disabled.
