Flaky end to end support bundle tests

Bug Description

Some of the e2e tests written in go that utilise https://github.com/kubernetes-sigs/e2e-framework to launch kubernetes clusters are flaky

Here is an example

Expected Behavior

Tests should be reliable and not fail when there are no related changes

Steps To Reproduce

This will randomly happen in GH actions
