Update MAPT to the latest version and other updates to the e2e windows workflow

Mapt had released a version 0.9.7 adding some new features and better instance search mechanism. It also include some user's permission changes which we need to take care of in both create and destroy calls.

We can try to switch to a custom action defined in e2e repository for better maintenance.
