Is the install-and-test job section needed

I remove the redundant-looking install-and-test job and only have the build-android job. I am sometimes encountering an error in Build Android Release portion, where I do a re-run and it fixes it. Is this the intended purpose of the install-and-test job as work around of intermittent issues?
