What's the problem this feature will solve?

Users aren't sure how to debug when a PR build happens but no build status is posted to GitHub.

Describe the solution you'd like

We should include a good error message with a link to this info that explains the issue and how to fix it: https://docs.readthedocs.io/en/stable/guides/pull-requests.html#troubleshooting
