Key bindings not working after starting a program

I boot the raspberry pi 3b and login. I press the win key and the application menu opens. I open up the bookshelf application. I press alt-f4. I press the win key and the application menu doesn't open. Similarly other key bindings involving wf-panel-pi do not work.

Using ctrl-alt-f1 I login to shell and run wfpanelctl smenu menu (found in /etc/xdg/labwc/rc.cfg) and nothing happens. I kill wf-panel-pi and now when I press win, the application menu opens. However, after starting an application from it, the win key no longer works.

I'm happy to put some time into this if there are stack traces you want or information about it.

Just tried this here - works fine on my system. Alt-F4 closes bookshelf, and then Win opens the application menu again. Doesn't seem to matter how I open bookshelf - by keyboard from the menu, by mouse from the menu or from a terminal.

Looks like this is something specific to your system. Have you tried this on a clean image?
