On Windows, allow to place config on `~/.config/rio` as well

I know that on Windows, placing stuff on %USERPROFILE%\AppData\Local is the convention, but it's not as intuitive as just following Unix and load config from .config.

A lot of other tools also look for .config on Windows, or sometimes even use that as the default (when a default config is generated on first boot, like Rio also does).

Problem arises when there is both. Which one should Rio prefer? The one in %USERPROFILE%\.config or %USERPROFILE%\AppData\Local? If it considers both of them, then in what order?

@JRBros2346 For a matter of backward compatibility, %USERPROFILE%\AppData\Local should probably be the priority.
