When CAPI operator is not installed through the turtles chart users have to create additional RBAC rules config map manually. We need to cover the full path of installing CAPI Operator + core CAPI and CAPRKE2 if CAPI operator installation is disabled in Turtles chart values. b

We also need to mention that using CAPI version that is different than what we specify in requirements may cause problems. Users would have to enable RancherKubeSecretPatch feature to use CAPI v1.5.0 and above until it's bumped in Rancher.
