Some devices which fully randomize their MAC address also hide device-identifiable tag parameters. As a result, our filtering scheme will not find the Microsoft, vendor-specific tag in the probe request. Devices which do both are most likely mobile devices, and we should not filter them out.

Note: Some devices do not randomize their MAC address but hide device-identifiable tag parameters. This is another edge case we need to consider.
