Determine reason for Microsoft vendor ID

When searching for an effective mobile vs. nonmobile filtering scheme, it was found that the presence of a vendor specific IE (221) for Microsoft (00-50-f2) was the most effective classifier. The reason for this will not affect how our filtering system works, but it would be best to find out why this tag is present in most mobile devices and not nonmobile devices for our final paper and presentation
