Experiment 17 (testing plr for VtPVAE). Task file is exp17.sh in models.

Stopped abruptly during the third model's run. Trying again

Needs to be modified to account for new main-line cilia models (e.g. vtPVAECilia), mainly to reflect the use of sigmoid bounding which I believe to be the cause of the failure mentioned above.

Upon further review vtPVAE utilizes ELU bounding in the NatVanmpPrior (NVP) module
