HAWQS - Data Postprocessing

To be started upon completion of the database update and all endpoints.

Will contain the logic for the GET project data endpoint when process=True.

The data from HAWQS will be processed and converted from HUC14 resolution into catchment resolution. Pseudocode for calculating values will be provided once task is active.
