It is quite typical that the bootloader files are common between several boards, the only difference being the CDT. It makes little sense to limit the corresponding firmware-qcom-boot package to a particular machine just for the sake of switching CDT files.
Make machine.conf and/or image recipe define CDT contents in some format and generate CDT files on fly as required for producing flash archives.

Note, DB410c / RB1 / RB2 also contain additional (DDR?) data in the CDT partition. RB3 has empty CDT partition, DB820c / RB5 / RB3g2 do not contain such data.
