Make Partitioners More Generic

Improvement Description
We are starting to partition more and more types, may be worth looking into how to make the process maximally generic.

Current Behavior
A number of different partitioners exist

Proposed Behavior
As few partitioners as possible (1? Probably wishful thinking...) exist.

Comments
This is something that will need to be evaluated fully when/if someone has the time and desire to do it.
