SAOOVQE (State-Average Orbital Optimized VQE)

SAVOOQE could be a use case for the project as a dedicated qc2nl workflow. At the moment the code:

• generates hamiltonian and generates two states at the same time, compute gradients and hessians
• needs more tests needed, optimize code, more documentation, more agnostic
• assumes cirq and openfermion

We need to understand what's needed to run this and see how to rewrite it around qc2. The code is currently hosted here: https://gitlab.com/qcfqc/saovqe
