Write a design document for a Generic MCU Backend framework that enables multiple MCU targets and accelerator libraries to be supported through a common extensible architecture.

Acceptance Criteria

• Design document covering the extensible backend architecture
• Covers at least 3 target ISAs
• Addresses fallback behavior when accelerator is unavailable
• Reviewed by stakeholders
