ESC Org-wide Permissions parity with Stacks

Today, for Stacks admins can set where Org members can create stacks, or stack admins can delete stacks

However, for ESC, the same level of permissions doesn't exist.

An example use case is to limit a developer from creating environments external from the one that have explicitly been given permission to edit via the Teams environment permissions.
