Add support for python 3.13

Currently prowler can only be installed on python version < 3.13 as configured here https://github.com/prowler-cloud/prowler/blob/350d7595177a4b0c935ee00eb7f812b7f6393024/pyproject.toml#L68

change the version constraint to include python 3.13
