[REQ] Support for Arch linux based images

What is your request or suggestion?

Currently, Copacetic doesn't recognize the pacman package manager, which blocks us from using it in Arch-based CI/dev environments. I'd like to add support for patching Arch Linux images.

I also saw the Package Source Policy discussion (#1390). I'll keep that design in mind so the new driver is ready for custom mirror configurations when that feature lands.
