setting LOOM_STORE programmatically

Right now, the LOOM_STORE variable can only be set as an environment variable. It would be useful to be able to set this programmatically, from within a python script.

@jglidden Pointed out that you can use absolute paths for name in the loom.tasks interface. So I guess we just need to document this behavior.
